about the evaluation
The purpose of this study is to provide an interim ex-post evaluation of the implementation of the EU-Korea FTA, provisionally applied since July 1, 2011, and formally in force since December 13, 2015. It is the first of a new generation of FTAs, characterised by its comprehensive nature and high level of ambition, and the first one concluded by the EU with an Asian country. Conducting this evaluation is particularly important, as the lessons learned will help improve the design of other EU FTAs that are currently being negotiated, as well as inform the implementation of EU FTAs that were recently concluded.
More specifically, this evaluation will assess:
- The effectiveness and efficiency of the FTA in view of achieving its objectives
- The relevance of the FTA regarding current trade issues faced by the EU and Korea
- The coherence of the FTA with the EU-Korea Framework Agreement and with the objectives of EU-Korea trade policy
- The impact of the implementation of the FTA on sustainable development and human rights
